This is a lovely design by Sanpei Yamanaka. The bands as a colorful rainbow-like pattern is a more common feature of Sanpei's work. This is the version with small round eyes.
Yamanaka-San was born in Yamagata and made creative kokeshi troughout his entire career. His kokeshi are really sought by collectors all over the world. He won the prestigious 'Prime Minister Award' in 1979.
